MSDS是化学品生产或销售企业按法律要求向客户提供的有关化学品特征的一份综合性法律文件。它提供化学品的理化参数、燃爆性能、对健康的危害、安全使用贮存、泄漏处置、急救措施以及有关的法律法规等十六项内容。
一份完整规范的MSDS必须具备以下十六项内容：
1. identification of the substance 物质的识别号
2. composition/information on ingredients 合成／成分方面的数据
3. hazards identification 危险识别号
4. first-aid measures 急救措施
5. fire-fighting measures 消防措施
6. accidental release measures 出事故时解除痛苦的措施
7. handling and storage 处置和储藏
8. exposure controls/personal protection 接触控制和个人保护
9. physical and chemical properties 物理和化学性质
10. stability and reactivity 稳定性和反应性
11. toxicological information 毒物资料
12. ecological information 生态资料
13. disposal considerations 丢弃考虑
14. transport information 运输资料
15. regulatory information 规章
16. Other information 其它数据
MSDS需要提供资料：
1）产品名称、使用建议和使用限制；
2）供应商的详细情况（包括名称、地址、电话号码等）及紧急电话号码；
3）产品的成分信息，包括物质名称、化学文摘社登记号码（CAS号码）；
4）产品的物理和化学特性，如形态、颜色、闪电、沸点等；
5）出口到哪个，需要何种的MSDS。
