捷克客户要global certificate,请问有没有大神知道这是什么啊？

先上客户邮件先： from 1 of January 2013 We must he Global Certificate for each car - make and model. That is also new to me, because before Jan. 2013 We needed??only one Type Certificate for technology itself but no Global Certs for each car. We he been told that it′s normal procedure in other countries of EU. Don′t You he by the way these certificates from some EU Country already?
